 CEI Board discussed Energy Efficiency Certificate

  The CEI Board meeting in Dublin discussed the role of real estate agents in the Energy Efficiency Certificate in Europe. Therefore CEI made a research in all members countries about the status of transforming the Energy Performance of Buildings Directive into national law. The role of real estate agents in producing the certificate is different in several countries. In the European countries the seller has to provide the Certificate to the purchaser of a house. What CEI research ascertained is, that in most countries there is no demand from the purchaser to have the Energy Efficiency Certificate. In most of the European countries less than 10 % of sales particulars in the internet contain informations on the energy performance of a building. The Energy Performance of a building is actually not a key factor for a decision to purchase a house.

The responsibility for the content of the certificate is different in several countries. In most countries the certificate is just for the information of the purchaser. This is consistent with the EPBD-Directive. In some countries real estate agents have to put the information about the energy performance of a building in to the sales particulars and the advertiding of a property. In England real estate agents will be fined, if they refrain from doing so.

The CEI board came to the conclusion that it would be better to have a joint regulation of the energy efficiency certificate and the role of the real estate in using and providing the certificate.
